Thousands of cancer sufferers are being denied life-saving drugs because of delays and bureaucracy in making them available on the NHS. The hold-ups are a matter of life and death for desperate people who have been diagnosed with cancer of the breast, colon or lung, or with a brain tumour. Doctors are furious that drugs such as Avastin, which is used to treat colon cancer, and Ce-tuximab, a treatment for head and neck cancers, are being blocked by the National Institute for Clinical Excellence (Nice), a government-appointed quango set up to decide which drugs should be routinely prescribed on the NHS.
The study found that chick embryos exposed to alcohol had eight times the number of cancer cells than those exposed to saline. The alcohol-exposed embryos also developed larger, denser tumors.

Increasing concerns over homeland security issues have put ever-higher levels of pressure on state governments that are often too beleaguered and too cash-strapped to have any hope of keeping up with security suggestions and initiatives from the feds. “New Hampshire is unique compared to a lot of states. There is a lot of security and high-tech expertise, particularly in Nashua, Manchester and Portsmouth,” Steinberg notes. “In addition, were a small state where people and companies are closely connected. Its the small boat versus the ocean liner theory. Were small enough to move quickly and take on a wide range of security issues, from power systems to healthcare records, throughout the state. We could become one of the examples that other, larger states look to when they are doing their own security initiatives.” Steinberg knew it would take an organized group effort to address the security needs of the state, as well as the help and backing of a major organization, as technology security and cybersecurity werent his only concerns. An effort to improve statewide security and meet homeland security needs will require coordination of security guard providers and perimeter fence manufacturers, too, among many others, he stresses.

Businesses continue to place a high priority on protecting their infrastructures from cyber-attack, according to analyst group Canalys, with the latest spending patterns showing corporate security budgets up by a third in Europe, the Middle East and Africa (EMEA). The ABC network sitcom Home Improvement first aired on September 17 1991 and ran for eight seasons through May 1999. During only its second season the show was renewed for three additional seasons an unusual decision in the television industry. Based on the stand-up comedy routine of its star Tim Allen (born Timothy Allen Dick in 1953) Home Improvement initially reflected Allens love of power tools cars and Sears department stores as well as mirroring his own family situation. Allen portrayed Tim Taylor the host of cable TVs “Tool Time.” His wife Jill was portrayed by Patricia Richardson. “Dozens of the machines have popped up in suburbs and rural areas around New York City in the last two years,” the Times reveals, “and Daniel M. Bartholomew - a Hudson Valley, New York farmer turned worm tycoon has quickly become the countrys second largest operator of the devices.” Starting with one machine last year on his front lawn (which was generating $900 a month) Bartholomew now has 28 with plans to have 100 by the year 2000. Worms can stay alive for as long as 10 days on the mix of peat moss and powered newsprint in the cups. Machines have a thermostat that keeps the bait at 40 to 45 degrees in summer and warmer in winter to serve the needs of ice fishing. Bartholomew has set up machines at marinas and small convenience stores near boat docks, where people can “pick up beer, ice and bait in one place.” About his future with worms and vending machines, he enthuses: “The skys the limit.” Over the years, in these pages, we have written about commercial developments of vending machines that accept recycled containers and give the correct coins back to the recycler. The machines were specifically manufactured for use at deposit centers (supermarkets, for example) in states that had passed mandatory deposits on soda bottles, cans, etc. Unlike the worm vending machines, the ones for bottles have taken a slower route to commercial success. But latest reports indicate continued progress.
Of the 12 patients who survived, ten received fractures of the limbs and pelvis. One individual sustained a skull fracture with intracerebral bleeding and was still comatose at follow-up. The story of golf is as much a tale about change as it is tales about great players miraculous shots and dramatic victories. Great players have been the constant in a game that has changed dramatically over the last 700 years. From wooden balls (prior to 1440) to feather-stuffed leather-covered balls known as “featheries” (1440 to 1848) to gutta percha balls made from the sap of trees indigenous to Malaysia (1848 to 1901) to rubber balls made from winding rubber thread around a solid rubber core (1901 to the present) to the solid core balls commonly used today the game has relentlessly evolved. And of course as balls changed so did clubs. The first clubs had shafts made of wood probably ash. Wood clubs had long broad heads while the irons tended to have large faces square toes and nicked sockets. Sometime during the feather ball period perhaps in the late 1770s club-making became profitable enough that artisans began taking up the craft. By the 1800s most shafts were made from ash or hickory while all sorts of woods–beech pear apple–were used to fashion the heads of wooden clubs. Depending on the course the number of holes also varied usually ranging from five to 18. The shape and size of club heads also regularly were changed in the early years of the game either to improve accuracy or increase distance or both. As time passed the number of clubs also increased: from two or three in the 1600s to four or five in the 1700s to five or six in the 1800s to eight or nine or even ten by the late 1900s. Today a normal set of clubs numbers 14 and can be made of materials with space age sounding names like graphic tungsten and titanium. Every year hundreds of companies produce thousands of variations of golf clubs in what appears to be a never-ending technological war all with the purpose of helping a golfer hit a little white ball toward a very small hole an awful long distance away.

If I wrote a bible of taxation, the first commandment would be, thou shalt not put real estate into a corporation. Someday, when you try to get the real estate (invariably, depreciated down to a low tax basis and appreciated in value) out of the corporation, you will run into a double tax. The first tax will hit the corporation when the real estate is sold (or transferred to the stockholders). The problem is that the sales proceeds are stuck inside the corporation, and you can only get at those proceeds via a dividend or a corporate liquidation. Both are subject to a second tax. A transfer of the property to the stockholders also triggers a double tax. So whats the answer? Imagine a business owner, Joe, who is married to Mary. Joe should put the title in his name at the time the real estate is purchased. Here are some of the tax goodies that may come Joes way over time:

Consider adding a legal service plan to your employee perks A recent study found that three lawsuits are filed every second in the United States. That means most people are more likely to be involved in some sort of legal action over the next year than to be hospitalized. And, many of those people will be your credit unions employees. Employers struggling with a tight job market are learning that providing legal services as a benefit is a low-cost, low-hassle incentive for prospective and current employees. The plans cost $10-$16 per month for full family coverage and rarely increase in cost no matter how many employees use the services.

Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. These divergent points of view tend to persist because the relationships between drugs and crime are quite complex and because the possible outcomes of a legalized drug market are based primarily on speculation. ALL PERFUMES should be labelled with their contents to stop the widespread slaughter of musk deer for their scent pods, the World Wide Fund for Nature (WWF) says in a report it will release today. The WWF is calling on the EU and the perfume industry to stop imports of wild musk from Russia until more research is carried out on their decline. It wants all perfume products to be clearly labelled to make it clear if they use “natural” musk. The report blames over exploitation and poaching for the “massive” decline in numbers. The trade is fuelled by a demand for the deers musk pods which can fetch pounds 28,000 per kilogram - making it one of the costliest products in the world. Stuart Chapman, international conservation officer forWWF-UK, said: “Consumers of perfumes have no way of knowing what they are buying.”

OUTSOURCINGThe growth in outsourcing in recent years is partly the result of a general shift in business philosophy. Prior to the mid-1980s, many companies sought to acquire other companies and diversify their business interests in order to reduce risk. As more companies discovered that there were limited advantages to running a large group of unrelated businesses, however, many began to divest subsidiaries and refocus their efforts on one or a few closely related areas of business. Companies tried to identify or develop a core competence, a unique combination of experience and expertise that would provide a source of competitive advantage in a given industry. All aspects of the companys operations were aligned around the core competence, and any activities or functions that were not considered necessary to preserve it were then outsourced. Today, outsourcing is embraced by companies of all sizes and industry orientations. As analysts Tom Osmond commented in Employee Benefit News, many companies have decided that transactional and administrative functions are neither core competencies nor value-added activities. In fact, some companies are putting themselves at risk as a result of using outdated technology and not complying with government regulations. Vendors, by focusing on administration as part of their business model, provide better service enforced by contracts and service-level agreements.Successful outsourcing requires a strong understanding of the organizations capabilities and future direction. As William R. King explained in Information Systems Management, [d]ecisions regarding outsourcing significant functions are among the most strategic that can be made by an organization, because they address the basic organizational choice of the functions for which internal expertise is developed and nurtured and those for which such expertise is purchased. These are basic decisions regarding organizational design. Outsourcing based only upon a comparison of costs can lead companies to miss opportunities to gain knowledge that might lead to the development of new products or technologies.
Now a key feature across all sectors, outsourcing in the UK or off-shoring abroad is big news. Brian Robinson examines the drivers, and relates these to the credit industry, which itself is seeing significant change. Outsourcing and Off-shoring service work from the US and UK to other countries moved into top gear in 2004 and is likely to become one of the first defining changes of this millennium. Already governments are under pressure from unions who are scared that local jobs will be lost. In manufacturing, the outsourcing of key activities is already common. Major companies such as Ford now carry out less than 30 per cent of the overall production process directly. The current transfer of manufacturing jobs to low wage countries only increases the concern of service-based employees.

SAN MATEO RESIDENT Alan Merrifield, who owns a San Francisco pest control business, sees the California Structural Pest Control Board as a nuisance.Merrifield, 66, believes that with more than three decades of practicing non-toxic pest control, he should not have to obtain a state license that requires a two-year apprenticeship and would include using pesticide on rats, pigeons and other “pests.” So Merrifield, with the help of Pacific Legal Foundation, is suing the Structural Pest Control Board and California Attorney General Bill Lockyer. “Ive rejected this license because I dont want to go out and use pesticides,” Merrifield said. “And, also, in order for me to (obtain) this license Id have to close down my business for two years and at the age of 66, go out and become someones apprentice.”
